William Don Tisaby

With over 25 years of law enforcement and government experience, Don is GBA’s lead consultant on all aspects of security to include aviation, maritime and general law enforcement.
His experience includes Safety and Security Training, Special Task Force Operations, Hazardous Materials, Security Management, Business Continuity, Multi-Site Supervision, Strategic Planning, Special Events/Media Relations, Computer System Integrity, Undercover/Surveillance Operations, Interagency Taskforce Coordination, Data Security, Life Safety and Facilities Security
For over two decades, Don served with the FBI in various supervisory capacities to include coordinating special operations and surveillance activities relating to national security and domestic terrorism issues; White Collar Crime Program Manager for major field offices engaged in financial and money laundering investigations, health care fraud, and undercover operations; Establishing the first Joint Terrorism Task Force in Texas to combat international terrorism; Leading the investigation and arrest of numerous individuals involved in a multi-state domestic terrorism incident; Identifying and dismantling domestic terrorists group and prevented the planned attack on 125,000 civilian and military personnel at Fort Hood, Texas; Developing the National Drug Intelligence Center from nothing more than the legislation and an appropriation to a fully functional, national/intelligence gathering entity, which now employs more than 600 investigators, analysts, and support staff; and participating in the Joint TWA Flight 800 investigation.
During this period he also served as the Inspector General for the State of New York.
Since his retirement from the FBI, Don has served with several corporations in various security related positions.
Don’s education includes a Bachelor and a Masters degree in Criminology and is certified in multiple disciplines relating to his work with the FBI and subsequent business ventures. Don also served in the US Air Force in several law enforcement capacities.
